La Rioja is one of several Argentine provinces that has periodically reverted to issuing its own quasi-currency when transfers from the federal government run dry. The Chacho — named after Ángel Vicente "Chacho" Peñaloza, the 19th-century caudillo who led uprisings against centralist Buenos Aires — has been used as a provincial scrip instrument in various forms since the early 2000s. The 2024 reissue reflects another breakdown in federal-provincial fiscal relations during a period of acute national monetary stress.

The QR code is a notable addition for a provincial emergency currency, allowing digital verification at the point of exchange — an acknowledgment that these instruments circulate in an environment of justified public skepticism.
