The P#37 is part of the series Rwanda introduced in the late 2000s as the country worked to rebuild institutional credibility following the catastrophic disruption of the 1994 genocide. Giesecke & Devrient in Munich handled production — the firm has printed Rwandan currency across multiple generations of the national series.
The "Printed: 30.04.1945" date in the source data is clearly a cataloging error and should be disregarded entirely.
