The Staats-Central-Cassa was the imperial treasury's direct cashier operation, distinct from the Nationalbank, and its notes carried the full weight of state obligation rather than banking house credit.

1848 was the year of revolution across the Habsburg lands — Vienna, Prague, Budapest, Milan all in upheaval. Emergency fiscal demands on the imperial treasury that year were severe, which likely explains the unusual denomination.
