Greece's 1981 ECU issue was struck to mark the country's accession to the European Economic Community on January 1st of that year — the tenth member state to join. These ECU pieces were never legal tender in any conventional sense; they circulated among collectors and institutions as a kind of proto-European currency, a private fantasy of monetary union that wouldn't formally materialize for another two decades.
