The ECU — European Currency Unit — was not legal tender in any conventional sense but a basket currency used for accounting within the European Monetary System, which launched in March 1979. France issued this silver piece to mark that founding moment, with nine member states participating at inception. The "Europa" series continued annually, making 1979 the first and arguably most historically significant strike in the run.
