Chinese state banks have long issued internal training notes — physically accurate facsimiles used to familiarize tellers with feel, handling, and security feature inspection without putting genuine currency at risk of wear or loss. This 100 Euro training piece was produced in 2002, when China's banking sector was rapidly expanding foreign exchange operations ahead of WTO accession.
The word "样本" (specimen/sample) or equivalent training designation typically appears somewhere on these pieces, and they were never intended to leave institutional use. That many did is purely a function of staff turnover and loose disposal practices.
