The pairing of Dries Dequae and P.H. Spaak as signatories is a deliberate political statement: Dequae was a prominent Belgian liberal politician, while Paul-Henri Spaak, though primarily associated with the Socialist Party and European integration, lent broader rhetorical weight to the liberal economic messaging these notes carried.
