Descripción del anverso At left, the denomination '3000 РУБЛЁЎ' is printed in bold numerals, while the first version of the Belarusian state coat of arms — 'The Chase' (Pahonia), a mounted knight with raised sword — appears centred at the top. The inscriptions 'ДЗЯРЖАЎНЫ ПРЫВАТЫЗАЦЫЙНЫ ЧЭК "ЖЫЛЛЁ"' and 'РЭСПУБЛІКА БЕЛАРУСЬ' are arranged in parallel bands across the face of the note within a decorative border.

(Translation: 1. "Housing" registered privatization vouchers are a state certificate of their owner's right to a share of housing transferred free of charge and are guaranteed by the state.
2. Personal privatization vouchers "Housing" are issued by savings bank institutions at the place of residence of citizens on the basis of the decisions of the executive committees of the district, city, district in cities of the Councils of People's Deputies.
3. The owner of the registered privatization voucher "Housing" has the right to use it for the privatization of housing; exchange for securities; payment of a contribution to a housing and housing construction cooperative; financing of housing construction during individual construction; land privatization; privatization of fixed assets in the process of denationalization and privatization of state property.

Belarus launched its voucher privatization program in 1992, issuing these instruments to citizens as nominal claims on state assets being transferred from Soviet-era public ownership. The program was broadly similar to privatization voucher schemes run elsewhere in the former Soviet bloc — Czechoslovakia's coupon books, Russia's 10,000-ruble vouchers — but the Belarusian version moved slowly, and the window for using them was repeatedly extended as the country's privatization process stalled under Lukashenko's consolidation of state control through the mid-1990s.

Printed domestically by Dziarzhznak Belarusi rather than contracted abroad, as many post-Soviet states were forced to do in those early years of building independent monetary infrastructure.
