Belarus launched its voucher privatization program in 1992, issuing these instruments to citizens as nominal claims on state assets being transferred from Soviet-era public ownership. The program was broadly similar to privatization voucher schemes run elsewhere in the former Soviet bloc — Czechoslovakia's coupon books, Russia's 10,000-ruble vouchers — but the Belarusian version moved slowly, and the window for using them was repeatedly extended as the country's privatization process stalled under Lukashenko's consolidation of state control through the mid-1990s.
Printed domestically by Dziarzhznak Belarusi rather than contracted abroad, as many post-Soviet states were forced to do in those early years of building independent monetary infrastructure.
