Vietnam's Ministry of Finance issued paper notes in parallel with the State Bank during the late 1980s, a structural oddity that reflected the fractured monetary administration of the period rather than any emergency measure. These Treasury-issued notes circulated alongside central bank issues without distinction in everyday use.
The 1988 series appeared just one year before the landmark Đổi Mới monetary reforms tightened control and effectively ended the Finance Ministry's direct role in note emission — making this among the last of its kind from that issuer.
